The Constitutional Court of Bulgaria participated in a roundtable discussion on the challenges and solutions in the organization of the work of constitutional courts within the scope of the Balkan Constitutional Courts Forum. The event took place in Ohrid from June 24 to 26 and was organized by the Constitutional Court of the Republic of North Macedonia, which currently chairs the organization.
As part of the initiative for working meetings among the member states of the Balkan Constitutional Courts Forum – the first of which took place in Pristina in December 2025 – representatives from six countries – Albania, Bulgaria, Kosovo, Turki ey, North Macedonia, and Croatia (with observer status) – took part in the discussions.
Secretaries General and HR experts from the administrations of the constitutional courts exchanged experiences regarding the forum’s main theme: „Organisation of the Work of the Constitutional Court in Line with Rules on Internal Organisation, Systematisation of Job Positions, and the Evaluation and Promotion of Employees – Challenges and Solutions”.
The structure and organization of the work of the administration of the Constitutional Court of Bulgaria were presented by the Court’s Secretary General, Nadezhda Milkovska, and the Director of the “General Administration and Human Resources” Directorate, Vesela Argirova.
The roundtable, which was opened by Darko Kostadinovski, President of the Constitutional Court of the Republic of North Macedonia, also provided an opportunity for a discussion on legal and practical solutions to improve the internal organization and functioning of the courts.
Common challenges in the field of human resources were identified, for which solutions could be sought despite differences in the powers of the constitutional courts and the structures of their administrations. Initiatives such as this one, carried out within the scope of the Balkan Constitutional Courts Forum, represent a way forward — this was one of the conclusions drawn from the discussions in Ohrid.
The organization was founded on the initiative of the Constitutional Court of Bulgaria on October 27, 2023, in Sofia. The mission of the Balkan Constitutional Courts Forum is to build bridges between the constitutional courts of Southeast Europe and their partners in the European Union.
