A delegation of the Constitutional Court of Bulgaria held an official bilateral meeting with the Constitutional Court of Romania. During the visit to Bucharest, a cooperation protocol between the two institutions was also re-signed.

The Bulgarian delegation was led by Constitutional Court President Pavlina Panova and included Constitutional Court Justices Atanas Semov, Yanaki Stoilov, Galina Toneva, and Nevin Feti, as well as Ginka Vihrogonova, Chief Expert on “International Relations and Protocol“.

On behalf of the Constitutional Court of Romania, the talks were attended by Elena-Simina Tănăsescu, PhD, President of the Constitutional Court of Romania and President of the Association of Francophone Constitutional Courts, alongside the Judges Cristian Deliorga, Gheorghe Stan, Mihaela Ciochină, Laura-Iuliana Scântei, Asztalos Csaba Ferenc, Mihai Busuioc and Dacian Cosmin Dragoș, as well as Mr. Károly Benke, First Assistant Magistrate, and Mrs. Cristina Titirișcă, Assistant Magistrate and Director of the President’s Chancellery.

At the opening of the meeting, the President of the Constitutional Court of Romania, Elena-Simina Tanasescu, emphasized that this was the first bilateral visit during her term as President and that it sent a strong message of closeness between the two institutions.

For her part, Pavlina Panova, President of the Constitutional Court of Bulgaria, highlighted the relationship between the two constitutional courts, which the bilateral meeting builds upon with a high level of trust, cooperation, and shared constitutional values.

The working meeting continued with the main topic “The Impact of European Union Law on the Jurisprudence of the Constitutional Courts”.

Judge Atanas Semov delivered a report on  “Constitutional Jurisdiction and the Excessive Expansion by the Court of Justice of the European Union (CJEU) of the Scope and Impact of European Union Law”. On behalf of the Constitutional Court of Romania, Judge Astalos Csaba Ferenc and Dacian Cosmin Dragos presented reports. Their remarks focused on “The Rule of Law, the Independence of the Judiciary and the Democracy” and „The Influence of European Union Law on the Jurisprudence of the Constitutional Court of Romania”.

In the presence of H.E. Radko Vlaykov, Ambassador of the Republic of Bulgaria to Romania, the presidents of the two constitutional courts signed a cooperation protocol, through which the institutions will renew and further develop their relations by exchanging experience in the field of constitutional justice.
