Basic principles on the restriction of rights and freedoms in the practice of the Bulgarian Constitutional Court were presented by rapporteurs from the institution during the 14th Summer School in Türkiye. The international forum is held annually in Ankara and is organized by the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), hosted by the Constitutional Court of Türkiye.
The theme of the event is “Basic Principles on the Restriction of Rights and Freedoms.” Representatives of constitutional jurisdictions from 38 countries are taking part in the discussions, exchanging experience regarding the practice of their respective institutions.
The presentation by rapporteurs Blagovesta Ristomanova and Velislava Ruseva of the Bulgarian Constitutional Court focused on the constitutional possibility of restricting certain fundamental rights of citizens and on the principle of proportionality as a classic component of the rule of law and a criterion for determining the type and scope of constitutionally permissible restrictions on rights and freedoms.
