Pavlina Panova, President of the Constitutional Court of the Republic of Bulgaria, attended an international conference marking the 20th anniversary of the adoption of Montenegro’s Constitution and the country’s accession process to the European Union.

The theme of the forum, which took place in Tivat, was “On the Constitution, State, and Democracy“.  The discussions, in which representatives of constitutional courts from across Europe exchanged experiences, were organized into three main areas. Participants discussed the constitutional challenges and institutional capacities of countries in the process of their accession to the European Union. Other key topics included constitutional amendments in the context of European integration and the legal implications of the transfer of sovereignty to the European Union.

The discussion also focused on the use of artificial intelligence tools in constitutional adjudication and issues concerning the independence of constitutional courts.
