At its sitting on 23 January 2026, the Constitutional Court ruled on constitutional case No. 21/2025, rejecting the request of 51 members of the 51st National Assembly to declare unconstitutional the "Decision of the National Assembly not to take a decision on holding a national referendum on the proposal submitted by the President of the Republic of Bulgaria on May 12, 2025, with the question: 'Do you agree that Bulgaria should introduce the single European currency, the euro, in 2026?' and to establish the conformity of 'the question thus posed, 'Do you agree that Bulgaria should introduce the single European currency, the euro, in 2026?" with the Constitution of the Republic of Bulgaria and the restrictions under Article 9, paragraphs 2, 3, and 4 of the ZPUGDVMS, as well as with the Treaty on the Functioning of the EU".

 

All constitutional judges participated in the sitting.

The Ruling was adopted unanimously. Judges Yanaky Stoilov and Sasho Penov signed the ruling with their opinions.
