From 3 to 5 September 2025 the Constitutional Court of the Republic of Bulgaria will, for the first time in its history, host an international conference bringing together the Constitutional Courts and equivalent institutions exercising constitutional jurisdiction of twenty-one EU Member States
From 3 to 5 September 2025, the Constitutional Court of the Republic of Bulgaria and the Court of Justice of the European Union, will co-organise and host the third edition of the prestigious international conference ‘EUnited in Diversity’ in Sofia.
The conference will bring together representatives of the Constitutional Courts and equivalent institutions of twenty-one Member States of the European Union. The main topic of the forum will be ‘The Role of Constitutional Justice in the EU Common Legal Order’.
In 2021, the Court of Justice of the European Union and the national constitutional courts initiated a judicial dialogue in Riga, Latvia. Representatives of courts or equivalent institutions with constitutional jurisdiction convened with the goal of improving the harmonious interaction between the EU common legal order and the national legal systems of the Member States.
This concept was further developed at the second edition of the conference, which took place in The Hague in 2023. It is now about to be expanded under the auspices of the Constitutional Court of the Republic of Bulgaria. Аt the initiative of the Bulgarian Constitutional Court, the conference will this time include a satellite event for staff members of the participating institutions, aimed at improving administrative capacity and further enhancing institutional dialogue.
The main issues to be discussed at the conference include the allocation of competences between the Member States and the EU, the application and interpretation of EU law, which national constitutional law constellations are relevant for EU law, and how flexible the EU constitutional framework is in times of crisis.
The official opening ceremony will take place on 4 September 2025 at the Grand Hotel Sofia, with introductory speeches by Mr Koen Lenaerts, President of the Court of Justice of the European Union, and Ms Pavlina Panova, President of the Constitutional Court of the Republic of Bulgaria.
Representatives of the media will be given the opportunity to cover the opening addresses in the initial part of the forum.
