At its sitting on August 6, 2026, the Constitutional Court admitted for consideration on the merits the request of the Ombudsman of the Republic of Bulgaria to declare unconstitutional §11, items 1–4, and §46 of the Transitional and Final Provisions of the Law on the State Budget of the Republic of Bulgaria for 2026 (published in the State Gazette, No. 69 of 2026).
The Court consolidated Constitutional Case No. 18/2026 to Constitutional Case No. 15/2026, under which the two requests of groups of members of the 52nd National Assembly seeking a declaration of unconstitutionality of the Law on the State Budget of the Republic of Bulgaria for 2026 were consolidated for joint consideration.
The rapporteur for the three cases, on which a joint ruling will be issued under Constitutional Case No. 15/2026, is Judge Sonya Yankulova.
All 12 constitutional judges participated in the sitting.
The Ruling was adopted unanimously.
