On August 5, 2026, the Constitutional Court initiated Constitutional Case No. 18/2026 at the request of the Ombudsman of the Republic of Bulgaria to determine the unconstitutionality of the provisions of §11, items 1 – 4 and §46 of the Transitional and final provisions of the Law on the State Budget of the Republic of Bulgaria for 2026, published in the State Gazette, No. 69/July 31, 2026, due to their inconsistency with the principles of the “rule of law and social state,” as proclaimed in the Preamble to the Constitution of the Republic of Bulgaria, Article 4, paragraph 1, Article 16, Article 48, paragraphs 1 and 5, Article 84, item 1, and Article 86, paragraph 1 of the Constitution.
