At its sitting on 12 March 2026, the Constitutional Court ruled on constitutional case No. 20/2025, rejecting the request of the Municipal Council – Mineralni Bani to resolve a dispute over jurisdiction under Article 149, paragraph 1, item 3, second sentence of the Constitution with the regional governor of Haskovo region, and terminated the proceedings in the case.
In the grounds for its ruling, the Constitutional Court stated that it was rejecting the request and terminating the proceedings because it found that there was no constitutional dispute over jurisdiction and therefore it was not permissible to exercise its powers under Article 149(1)(3), second sentence, of the Constitution.
All twelve constitutional judges participated in the sitting.
The ruling was adopted with eight votes in favor and a dissenting opinion by Judges Atanas Semov, Yanaky Stoilov, Sonya Yankulova and Borislav Belazelkov.
